MOU Ratification

TSA is now in the process of voting on a new MOU. There has been some discussion on the new MOU and what it means to members of the TSA. The new MOU does not contain any of the provisions that the TSA board was directed to negotiate for the membership. The city's negotiating team has held strong, not agreeing to the number of hours in furlough reduction or any assurances of no furloughs for FY 2012/2013. They have also removed any language regarding the market survey and 75th percentile for FY 2012/2013. Some board members feel that this is the best offer the city will provide and a decision to bring it to a vote was made based on a timeline given by the city that the board had to tentatively agree with the current proposed MOU by 5:00 P.M on 8/4/2011. The TSA board is currently divided on the way to move forward with the contract negotiation process. Some board members feel that other employee groups have had an opportunity to gain an advantage over the TSA. The two choices available are to accept the tentatively proposed contract or move forward with fact finding and a public hearing in front of the city council. Some of the board members feel that including financial triggers and no risk on the city's part in FY, 2012/2013 is not in the best interest of TSA members. Holding firm on the principal of no triggers, and fair and equal treatment of all employee groups is paramount even at the risk of losing the 20 hours in furlough reduction.
