The 2009-10 MOU contract between Tempe Supervisors and the City was ratified by a vote of 89-14.
There were 13 comments:
1. After speaking with some of the supervisor representatives in my area, I am voting to reject. I believe we should bargain for a step increase of at least 2%, and give up partial benefits if that can be worked out.
2. Do not believe that step increases should be suspended.
3. I think we should not forfeit the market survey. If most people are somewhere between the bottom of their range and the top of their range, the market survey would not have an immediate effect on salaries, thus not costing the city a lot of money, but it would allow ranges to possibly increase. It could possibly help offset not getting step increases for the next year.
4. I really appreciate the last clause about us re-opening the MOU should another group receive a benefit that the TSA was denied. Nicely done.
5. I only agree to suspend salery increases for one year.
6. Would like to negotiate a 2.5% salary step (instead of a 5.0%)
7. Good job maintaining benefits. Suspending step increases is inequitable considering PD’s refusal to do the same. I would hope that TSA sends a strong message indicating our expectation for equalization of this unbalanced allowance in the upcoming MOU.
8. I am voting No on ratifying the MOU. I do not believe it is in our best interest to freeze salaries without trying other options first.
9. We should negotiate salary reductions every year not on all 3 years. I recommend that we also review annually the salary freeze and COLA. The salary percentage cuts that supervisors agree to should be matched or exceeded by all at will employees.
10. I do not think we should automatically 'give up' the years wage increase. We should go into negotiations with the mindset of 'aiming high' so there is room for negotiations. I understand the 'if the general population' gets something, it nullifies the contract however, what is the general public? The only unions who are ever successful are TOA and Fire. Neither of those unions or even a combo of the 2 would be majority and put us in a position to renegotiate. And the only reason they are successful is because they know that is the way to negotiate.... I understand 'good faith' but I believe if we need to negotiate, we should do it with benefits and NOT wages.
11. I accept that MOU only if all CITY UNIONS forgo the salary increase for this year. If any City employee receives a step increase than I want mine.

2009-10 MOU
Hello all,
The TSA Board has tentatively completed it's Memorandum of Understanding (MOU) negotiations with the City. I am happy to let you know that there will be no benefit cuts required for fiscal year 09/10. We have agreed to suspend the step increase and market survey for next fiscal year only 09/10. I have attached the changes to the existing MOU and the new MOU, please review the changes. The MOU will be for one year only and will be open for negotiations again for fiscal year 10/11. The TSA Board will be holding two meetings to discuss the MOU changes (June 2nd 1:30 - 2:30 PD Auditorium and June 3rd 11:00 - 12:00 TLC classroom), please try to attend one of these sessions or e-mail your questions to me. The board will be asking you to vote on ratification of the MOU beginning on June 5th and closing at 4:00 P.M. on June 10th.
