Meeting Minutes - September 2008

The Representative Meeting September 16, 2008 began at 11:07 am with 22 Reps and Alternates in attendance.

TSA President Candidate Presentations and Questions

After the presentations, those Representatives and Alternates in attendance voted on paper ballots. Internet voting at www.tempesupervisors.org for those not in attendance will be open until Thursday September 18 at 5 pm.

The August Meeting Minutes were approved.

Treasurer's Report. We have 67 dues paying members to date with a balance of $1863.

Sylvia Cardenas was selected to represent the TSA on the city wide Sustainability Committee.

October General Membership Meeting

Invite all TSA unit member (not just dues paying) Lucy Morales will spearhead a committee to develop a program. Wendy Springborn-Pitman, Tom Wilhite, Robert Albin and Sylvia Cardenas volunteered for the committee.

A motion carried to extend the member sign-up special offer through October 31.

Department Representative Attendance

Representatives or Alternates are required to attend monthly meetings. Representatives who have not been attending have been contacted to see if they are still interested. Each department is responsible for replacing representatives. All representatives and alternates are required to be active dues paying members.


7.5% Pay Adjustment Update - Julie Hietter

In one instance the 7/5% increase exceeded the maximum salary range for a Supervisor. HR determined that such an increase is limited to the maximum of the range, or less than 7.5%. The reasoning was that the city pay structure does not allow salary adjustments beyond the maximum. Since this was not stated in the MOU, the 7.5% adjustment is allowed. It is expected that this will be addressed in next year's MOU.

New Meeting Start Time

A motion carried to start future meetings at 10 am.

Holiday Toy Drive - Lucy Morales

TSA participation in the Tempe Community Council Holiday Toy Drive will be from November 1 to December 1. Collection centers will be established at Public Works - Traffic, Library - 2nd floor break room, City Hall - 2nd floor, Water Utilities - Environmental. Pick up day will be on Thursdays. Cash donations will be accepted. Volunteers will buy gifts. Gifts are to be unwrapped.

OPEB Committee- Julie Hietter

Agreed on options to have actuary determine cost savings. Target cost is $9.2 million. If approved, implementation will be July 1, 2009. Proposal is based on years of service.

10 years or less - Health Savings Accounts established with monthly contribution. Similar to employees hired after July 1, 2007. Catch up provision will be considered.

Over 10 years - City contribution to medical insurance premium will not keep up with inflation. Premium will be continued to be paid by the city but increases will be capped at 2.5% annually.

Question: Will employees with over ten years of service have a choice between HSA and paid insurance premiums? Answer: That was not discussed but could be considered.

Even though Council directed that the medical insurance benefit for current retirees would remain as is, the committee will examine cost savings of providing supplemental coverage at age 65 (medicare eligible).

OPEB Committee recommendations will be presented to council in January.

Deferred Compensation Committee - Tom Hartman

The contract with our current provider, Great-West will expire December 31. The limit on contract renewals necessitates that a formal bid process take place for a new contract. We are currently in the process of selecting a financial consultant to assist in developing an RFP, evaluating responses, and provide a plan review.
